By blocking the road, not complying with agents' orders, and by speeding off in such close proximity to an agent standing in front of her vehicle with reckless disregard for him, either not caring if she hit him or not even taking into consideration his safety at all, or maybe even planning to run him over; the ICE agent opening fire reacted properly.
Her actions indicated a high likelihood she was about to turn the vehicle into a deadly weapon, and combined with her other hostile actions, the agent acted in a split second to neutralize what he perceived to be a threat.
